City of Clarkston
Current Status: 5/20: At
the first of three public hearings on the proposed millage, the City Council
announced that it had trimmed several budget items to the point that 11.0 was
now the mathematically correct millage.
Background: The City of
Clarkston has historically set an arbitrary millage rate. Since 2000, the city has
dutifully rolled back the arbitrary rate as required by the "Taxpayers' Bill of
Rights."
In 2002, the millage rate was 4%
too high. In 2003 and 2004, however, the rate was set too low. The improperly
set millage, coupled with poor budgeting practices, resulted in massive
deficits. In 2005, the citizens of Clarkston faced a 228% jump in the millage
rate to avoid another deficit.
